Carl Hippensteel and Mark Chaney carrying the bunched up banner that hung from City Hall in Kansas City during the ACT UP/KC rally on the front steps; several people (overwhelmingly white) are around and the ground has chalk outlines to symbolize and memorialize the dead from AIDS on the ground in front of the steps.
