Unidentified white man and woman holding a red ribbon being cut by two men (both white), one with oversized ceremonial scissors with "Overland Park Chamber of Commerce" written on them and the other man holding real scissors doing the actual cutting of the ribbon. During the ribbon cutting ceremony for the opening of Children's Mercy South in Overland Park, Kansas.
